The Tire Changer is a tool available to the player to mount and dismount wheels and Tires in the game. Multiple units are located at specific locations around the map, and they cannot be moved.
To mount a tire to a wheel, take your chosen rim and place it on the top, center pole of the mechanism; it should snap into place. Fit your Tire of choice on top of the wheel, and the tool should start the process of meshing rubber to rim. Once the process is finished, you're free to remove the seated tire, and place it aside to be inflated with a Tire Pump.
To dismount a wheel assembly, fully deflate the tire using a Tire Pump, and place the wheel and tire at the base of the machine; it should snap into place. Pressing down on the handle will force the tire down and away from the rim, and the two parts should separate easily. If you unintentionally place a wheel under the arm of the mechanism, it can be removed by clicking with the Right Mouse Button.
